This change is part of enabling powers created by Scottish Government, which allows the decriminalisation of certain parking offences.
The council will have civil powers to issue penalties for static parking offences to ensure smooth traffic flow and to improve safety on East Renfrewshire roads.
Illegal parking will, therefore, no longer be a criminal offence but will become a civil offence. However, the police will continue to enforce moving offences and obstructions, as these violations are potentially dangerous or harmful.
The reason for this change is that it is recognised that existing community warden resources are well placed to add parking attendant duties such as enforcement to their current duties.
This will then allow the police to target and concentrate on other criminal behaviour.
The community wardens/parking attendants job is to make parking restrictions work for all constituents and visitors.
A number of councils are currently undertaking decriminalised parking enforcement (DPE) schemes, including Glasgow, Renfrewshire, East Ayrshire, South Ayrshire and South Lanarkshire.
The community wardens/parking attendants will be issued with the latest electronic equipment to record the offence and issue the ticket. They will have an ERC uniform and parking attendants hat with a unique identifying badge.
The wardens will be legally identifiable as ‘parking attendants’ whilst performing parking duties. Collecting a range of evidence, including video and photographs will give assurance against errors in issuing tickets.
All waiting restrictions, signs and lines have been checked and refreshed where necessary.
Councillor Tony Buchanan, the convener for infrastructure and sustainable growth said: “The free flow of traffic is essential to ensure sustainable economic growth within East Renfrewshire. Parking control and regulation is designed to help people conduct business and to make the streets safer for drivers, pedestrians and all other road users.
“The fine will be £60 with a 14 day payment discount to £30. The council wish to control parking to benefit everyone, not as a money making scheme.
“Tickets will be in ERC colours and logo and will have payment instructions clearly visible.
“We wish to encourage prompt payment and a dedicated phone line for card payment is available. We also want to make it easy for motorists to park safely and legally and understand the importance of traffic safety and smooth flow of traffic.”
